Rosa Parks postage stamp is released

The U.S. Postal Service issued a Rosa Parks “forever” stamp Monday, honoring the civil rights activist on what would have been her 100th birthday.

The Postal Service unveiled the stamp during a National Day of Courage celebration at the Henry Ford Museum in Dearborn, Mich.

Parks, an African American, became a prominent figure in the civil rights movement when she refused to give up her seat to a white man on a bus in Montgomery, Ala.

Parks’s defiance led to a boycott of the city’s bus system and helped springboard the Rev. Martin Luther King Jr. into the national spotlight.

Deputy Postmaster General Ronald A. Stroman described Parks as “the epitome of courage.” He served as a young lawyer on the staff of Rep. John Conyers Jr. (D-Mich.) when Parks worked at Conyers’s Detroit office, according to the Associated Press.

“[Parks’s] quiet strength helped to change a nation,” Stroman said. “Let this stamp be a symbol of her courage and determination. And let it remind us to never forget the indignities of days gone by — and to never stop fighting for the aspirations of generations yet unborn.”

The Parks stamp marks the second in a new civil rights collection from the Postal Service.

The USPS issued its first civil rights stamp Jan. 1, unveiling the Emancipation Proclamation forever stamp at the National Archives in Washington. The series wraps up in August with the dedication of a stamp recognizing the 50th anniversary of the “March on Washington,” where King delivered his “I Have a Dream” speech.

Japan summons China envoy in island row

TOKYO: Tokyo summoned China's envoy Tuesday in protest after what it says was another incursion into its territorial waters around islands at the centre of a bitter dispute with Beijing.

"The foreign ministry summoned the Chinese ambassador over ships entering the waters near Senkaku islands," said a foreign ministry official, referring to a chain claimed as the Diaoyus by Beijing.

The move comes after Chinese state vessels spent much of Monday in waters around the islands and as the two sides show no sign of backing down in a dispute that has badly affected trade between Asia's two largest economies.

Two maritime surveillance boats arrived in the area shortly before 9:30 am (0130 GMT), the Japanese coastguard said, with Kyodo News reporting they had remained there for around 14 hours.

Chinese ships have repeatedly ventured into the waters, in what observers say is Beijing's bid to create a "new normal" in which Tokyo does not have effective control over the archipelago.

A Chinese government plane entered the chain's airspace in December, setting off sorties by Japanese fighter jets.

In recent weeks both countries have dispatched military planes to the region, although there have been no clashes.

But analysts say the ramping up of rhetoric and the more frequent confrontations raise the risk of an accidental armed conflict.

CPM urges Prime Minister to restore diesel subsidy for bulk consumers

NEW DELHI: The CPM urged the Congress-led UPA government to restore the subsidy on diesel to bulk consumers like state transport companies and railways to ease the fare hike burden on the aam aadmi using public transport.

In a letter to Prime Minister Manmohan Singh, CPM general secretary Prakash Karat called the decision to charge the market rate of diesel for these bulk consumers retrograde and causing a financial crisis. "There are reports of State Transport Corporations curtailing their services and reducing the routes on which buses ply. Steps are being taken to increase the bus fares," Karat wrote expressing concern about the move crippling public transport.

Karat stressed on the need to subsidize diesel for bulk consumers in order to strengthen public transport. "The sharp increase in private vehicles and traffic is causing pollution and a major environmental problem. The only way out is to restrict the expansion of private vehicles and to strengthen public transport," wrote Karat.

Space Pictures This Week: A Space Monkey, Printing a Moon Base

The European Space Agency (ESA) announced January 31 that it is looking into building a moon base (pictured in an artist's conception) using a technique called 3-D printing.

It probably won't be as easy as whipping out a printer, hooking it to a computer, and pressing "print," but using lunar soils as the basis for actual building blocks could be a possibility.

"Terrestrial 3-D printing technology has produced entire structures," said Laurent Pambaguian, head of the project for ESA, in a statement.

On Earth, 3-D printing, also known as additive manufacturing, produces a three-dimensional object from a digital file. The computer takes cross-sectional slices of the structure to be printed and sends it to the 3-D printer. The printer bonds liquid or powder materials in the shape of each slice, gradually building up the structure. (Watch how future astronauts could print tools in space.)

The ESA and its industrial partners have already manufactured a 1.7 ton (1.5 tonne) honeycombed building block to demonstrate what future construction materials would look like.

Boy Safe, Kidnapper Dead After Hidden Camera Tip

A week-long standoff in Alabama, where a retired trucker held a 5-year-old boy hostage in an underground bunker, has ended with the kidnapper dead and the child safe, according to law enforcement.

Officials had been able to insert a high-tech camera into the bunker to monitor the movements of the suspect, Richard Lee Dykes, and they had become increasingly concerned that he might act out, according to a law enforcement source with direct knowledge.

"FBI agents safely recovered the child who's been held hostage for nearly a week," FBI Special Agent Steve Richardson said at a news conference.

The agent said negotiations with Dykes "deteriorated" in the past 24 hours.

"Mr. Dykes was observed holding a gun," Richardson said. "At this point, the FBI agents, fearing the child was in imminent danger, entered the bunker and rescued the child."

The boy, identified only as Ethan, "appears physically unharmed" and is being treated at a hospital, authorities said.

Dykes, 65, is dead, but officials have not yet provided details on how he died.

"Right now, FBI special agent bomb technicians are in the process of clearing the property for improvised explosive devices," the FBI said in a written statement. "When it is safe to do so, our evidence response teams, paired with state and local crime scene technicians, will process the scene."

Dykes allegedly shot and killed a school bus driver last week and threatened to kill all the children on the bus before taking the boy, one of the students on the bus said.

"He said he was going to kill us, going to kill us all," Tarrica Singletary, 14, told ABC News.

Dykes had been holed up in his underground bunker near Midland City, Ala., with the abducted boy for a week as police tried to negotiate with him through a PVC pipe. Police had used the talks to send the child comfort items, including a red Hot Wheels car, coloring books, cheese crackers, potato chips and medicine.

Dykes was a decorated Vietnam vet who grew up in the area. He lived in Florida until two years ago, the AP reported, and has an adult daughter, but the two lost touch years ago, neighbor Michael Creel said. When he returned to Alabama, neighbors say he once beat a dog with a lead pipe and had threatened to shoot children who set foot on his property.

Why immigration reform in 1986 fell short

When Ronald Reagan signed a comprehensive immigration overhaul in 1986, he confidently predicted: “Future generations of Americans will be thankful for our efforts to humanely regain control of our borders and thereby preserve the value of one of the most sacred possessions of our people — American citizenship.”

More than a quarter-century later, however, that law has not turned out to be the triumph that Reagan envisioned. Instead, those on both sides of the immigration debate see it as a cautionary lesson.

As President Obama and lawmakers from both parties begin to take their first tentative steps toward again rewriting the nation’s immigration laws, opponents warn that they are repeating the mistakes of the 1986 act, which failed to solve the problems that it set out to address. Critics contend that the law actually contributed to making the situation worse.

There were an estimated 3 million to 5 million illegal immigrants living in the United States when the 1986 Immigration Reform and Control Act (IRCA) was passed. Now there are upwards of 11 million. And the question of who gets to be an American, far from being settled, has been inflamed.

The latest proposals contain the same three components as the 1986 law: a legalization program — and a possible path to citizenship — for those who are in the country illegally; stepped-up enforcement of the border; and measures to discourage employers from hiring workers who lack proof of their legal residency.

“This is the same old formula we’ve dealt with before, including when it passed in 1986, and that is promise of enforcement and immediate amnesty,” Sen. David Vitter (R-La.) said last week
on the conservative Laura Ingraham radio show. “And of course, the promises of enforcement never materialize. The amnesty happens immediately, the millisecond the bill is signed into law.”

But immigration experts note that the country has undergone big changes since then. And the experience of what went wrong after 1986 might help policymakers get it right this time.

“There’s just an entirely different mentality,” said Doris Meissner, who was commissioner of the U.S. Immigration and Naturalization Service during the Clinton administration and who now directs immigration policy studies at the nonpartisan Migration Policy Institute.

Technology affords new means of enforcing sanctions against hiring illegal immigrants, for instance, and Americans in the post-9/11 world may have lost some of their squeamishness about carrying tamper-proof government identification or submitting personal information to a national database. Meanwhile, businesses are eager to come up with a legal system of immigration that can more quickly adapt to their constantly changing labor needs.

Still, “the problem is always in the details, and that was certainly true in 1986. Once the debate got into the details, the compromises proved to be counterproductive,” said Susan F. Martin, director of Georgetown University’s Institute for the Study of International Migration, who in the 1990s served as executive director of the bipartisan U.S. Commission on Immigration Reform.

Beyonce brings out Destiny's Child for Super Bowl thrill

NEW ORLEANS, Louisiana: Pop diva Beyonce thrilled the Super Bowl crowd Sunday with a pyrotechnic half-time spectacular that doubled as a much-anticipated Destiny's Child reunion.

Fireworks burst into the sky from the Superdome field just vacated by the game-leading Baltimore Ravens and lagging San Franciso 49s as the 31-year-old chart-topper took the stage with "Crazy in Love".

Blowing a kiss to the live television camera after her opening number, she looked relieved to get the much-hyped, 15-minute show underway, but the real treat came when Destiny's Child bandmates Kelly Rowland and Michelle Williams joined her on stage.

They appeared in matching Rubin Singer black leather warrior-woman bodysuits and dizzying stilettos as did an ever-growing, all-female army of dancers, with musicians cast off on the sidelines.

"Bootylicious", "Halo", and "Single Ladies (Put a Ring on It)" rounded out the greatest-hits performance with a sci-fi edge that set it apart from Madonna's hyperactive Super Bowl half-time effort last year.

"Thank you for this moment," a beaming Beyonce told the cheering crowd at the conclusion, "God bless you all."

Beyonce had promised to sing live at the Super Bowl, acknowledging that she had sung over a pre-recorded version of "The Star-Spangled Banner" at President Barack Obama's second-term inauguration on January 21.

Singing the pre-game national anthem Sunday was Alicia Keys, performing solo at a grand piano, after Jennifer Hudson and the Sandy Hook Elementary School choir from Newtown, Connecticut sang "America the Beautiful".

The school was the scene of one of the worst mass murders in US history in December when a lone young gunman cut down 20 pupils and six teachers before taking his own life. He had earlier killed his mother at their home.

Monorail to ease traffic congestion in Dharamshala, Shimla

SHIMLA: Dharamshala, which is "well-connected" with Hollywood, is also going to get linked to the shrine of ChamundaDevi with monorail. Delhi Metro Rail Corporation would conduct the survey of 19km stretch in next six months that would cost Rs 5,000 crore. Plan is also afoot to extend the facility up to McLeodganj -- home to Tibetan spiritual leader Dalai Lama.

Once the monorail project comes up, travelling within Dharamshala would become smooth for tourists. Shimla is also going to get Rs 5,000-crore monorail project the feasibility study of which would be completed in the next six months by DMRC. While the proposed route of Dharamshala monorail is yet to be finalized, sources said in Shimla besides main town it would also connect Shogi and Sanjauli areas.

Monorail has been proposed as a green solution to vehicular pollution and traffic congestion in Dharamshala and Shimla as these cities have traffic bursting at seams.

Dharamshala has been tagged as the Hollywood town of Himachal Pradesh as large number of actors, directors and producers from Hollywood frequent the town to meet Tibetan spiritual leader Dalai Lama. Congested roads and ever-increasing traffic had resulted into chaos on the roads much to the disappointment of visitors.

Confirming the development, minister for urban development, town and country planning Sudhir Sharma said DMRC has been asked to conduct the feasibility study of monorail project within six months so that Chamunda Devi Shrine and Dharamshala get connected with monorail. "We would also explore the possibility of extending monorail up to McLeodganj but this depends on the survey report," he said.

Sharma said Dharamshala has more severe traffic problem than Shimla. He said land is being identified to install escalators in Dharamshala while in Shimla it would be installed near the lift. He said there are certain Union government schemes under which escalators can be installed and handed over to the local bodies for upkeep.

Not many would know that before making Shimla their summer capital, British had selected Dharamshala. But Dharamshala lost the chance of becoming the summer capital of India during British Raj, as the 1905 earthquake in Kangra left 20,000 people dead.

Professional dancer Georges Exantus, one of the many casualties of that day, was trapped in his flattened apartment for three days, according to news reports. After friends dug him out, doctors amputated his right leg below the knee. With the help of a prosthetic leg, Exantus is able to dance again. (Read about his comeback.)

6:09 p.m. ET: And another historic first tonight – the two head coaches are brothers, born just 15 months apart. John Harbaugh, 50, is in his fifth season as the Baltimore Ravens head coach, and has won playoff games in each of his previous seasons. Jim Harbaugh, 49, is in his second season as head coach of the San Francisco 49ers, leading his team to the playoffs both seasons.

6:05 p.m. ET: The San Francisco 49ers are going for their 6th Lombardi trophy, which would tie them for the most championships ever with the Pittsburgh Steelers. The Baltimore Ravens are trying for their second Super Bowl victory. Neither team has ever lost a Super Bowl game – and at the end of the night, there will only be one team left in the NFL to have never lost a Super Bowl game.
